Boaties slam new dock rules

Recreational boat owners have questioned changes to rules governing the use of Hobart's Constitution Dock, the home of the Sydney-to-Hobart ocean classic.
TasPorts letter to casual users says visitors have to fill out a new registration form as part of a review of arrangements.
The form asks for credit card details or an up-front bond of $500 to use the dock and its amenities.
Also under the new licence arrangements, recreational boats can not leave the dock outside of the hours of 7:00 am to 6:00pm.
Regular user, David Harper, says it is a disincentive.
"I looked at Constitution Dock over the last week and it looks terrible, I mean there's about three or four boats in there. It looks deserted."
The letter to dock users is dated February the 8th.
